Regional Development is the umbrella term for everything you build up outside the main story: the regional shops, the delivery depots, the monitoring terminals, and the buffs you pick up while exploring. It is also where the two most confusing currencies in the game come from, the Stock Bills, and it is what decides whether the regional store will sell you the Elastic Goods package you keep seeing.

The game splits the whole system by region. Valley IV and Wuling each run their own development metric, their own Stock Bills, and their own Stock Redistribution terminal, and the two sides do not mix. What follows is what the game data we index and the official version notes actually establish, with the blanks called out instead of guessed.

What Regional Development covers

Four screens and two side systems make up the thing players usually mean when they say "regional development". They sit under the Regional Development screen on the map, and their tasks surface in Key Missions.

Regional Development Metrics and Level

Each region has one metric item, and it is the number a region's development level is built on. The two entries read almost identically apart from the region name.

Wuling's cap has been raised in four separate version notes, so if you are stuck below a wall the ceiling has probably moved: once in the 1.1 notes, again with At the Wake of Spring, again with Homecoming, and again with Dreamscape of Wind and Snow. Our notes do not record a corresponding raise for Valley IV after launch, so treat the Valley ceiling as something the game never announced rather than something that is not there.

Resting at a TP Point and upgrading outposts are both described as progress toward regional development, but the notes never spell out how many points each one is worth. There is no published table of level thresholds, and our data does not contain one either.

Stock Redistribution and the two Stock Bills

Stock Redistribution is a terminal you upgrade, and its level gates what the regional store will sell you. The Sketches of Lost Heirlooms notes added a Regional Overview screen that shows each terminal's current level and its upgrade cost, then jumps you straight to it on the map. The same release reworked the Staple Goods screen to add a Sold Out category, so you can tell the difference between "not unlocked yet" and "already bought today".

Everything you buy there is paid for with that region's Stock Bills, and only that region's. A Valley Stock Bill will not spend in Wuling.

Two purchases are worth knowing about before you spend anything:

  • Sanity Usage Permits. At the Wake of Spring added more of them to the Stock Redistribution stock, which made the regional store one of the repeatable sources of sanity rather than a one-off. The same version also put four permits into the Monthly Pass daily rewards, so the store is not the only way to top up.
  • Valley Multi-Line Engraving Kit. Upgrade the Stock Redistribution terminal in Valley IV - Origin Lodespring to Level 4 and the kit becomes a staple good you can buy with Valley Stock Bills. It grants an essence with three customized stats. The 1.1 notes said a Wuling equivalent was planned; we have not found a note confirming it landed.

Basic Headhunting Permits are the other recurring reward. The pre-1.1 notes stated that Regional Stock Redistribution would carry more of them alongside Etchspace Salvage, so the store doubles as a slow ticket faucet.

Every Elastic Goods package

Elastic Goods are the packages the shop sells. "Elastic" is the game's word for a price that moves, and each package is tagged with a commodity type and a volatility tier. The tiers run moderate, large, and massive, which is the only volatility information the item data carries. There is no price attached to any of them, so the tiers are a hint about risk rather than a number you can trade on.

There are 26 packages in the data, 12 for Valley IV and 14 for Wuling. Buying one from any Stock Redistribution site is also a task objective, so you will end up with at least one whether you plan to trade or not.

The pattern in the table is not random. Valley IV sells one daily-commodity package at each tier and one cultural package at the top tier, while Wuling leans on local industrial goods. If you are choosing what to hold, the massive tier packages are all Valley cultural goods, and Wuling has none at that tier at all.

Region buffs from resting at TP Points

Resting at a TP Point in Wuling hands out a temporary buff, and the data holds six of them in three tiers each. Every tier shares a name and a description, which means the tier is the strength and the text stays the same.

All 18 region buff items in our data are flagged "Only effective in Wuling", and none of them have a Valley IV counterpart indexed. That is either a Wuling-only system or a gap in the data. We would rather flag it than claim the buffs work everywhere.

Depot Nodes, Environment Monitoring and outposts

These are the quieter half of the system. The Depot Node runs the delivery jobs that also feed the material economy, which is why the enemy drops guide covers where the submission materials come from. At the Wake of Spring added a region filter to the delivery job list so you can sort jobs by area instead of scrolling.

Environment Monitoring Terminals and outposts each carry a level cap of their own, and the caps climb with versions rather than with your progress. Homecoming raised the Environment Monitoring cap in Wuling - Marker Stone, raised the Depot Node cap in Wuling - Test Area, and raised the level cap of the Cardiac Remediation Station outpost while adding the Xiranflow Cloudseeder Station in Wuling - Yinglung Pass.

Outposts matter beyond the cap. The 1.1 notes state plainly that as an outpost level rises, new tradable goods become available, which links outposts back into the Stock Redistribution stock. That same patch added the AIC Steward, described as unlocking more upgrade options.

The system also carries its own medals, and the names are about all the data gives them: Valley Stock Redistributor and Wuling Stock Redistributor (the Wuling track runs Ⅰ through Ⅴ), Goods Delivery for depot work, and Valley Outpost Builder and Wuling Outpost Builder. Our medal records store the name and nothing else, so read them as completion markers rather than rewards.

What our data does not cover

Regional Development is one of the systems our item dump describes in outline and not in numbers. These are the blank spots, so you know what not to expect from any page here:

  • No prices, no price curves, and no revenue for any Elastic Goods package. The volatility tier is the only hint.
  • No Stock Bill amounts. Nothing in the data says what a purchase costs or what a level rewards.
  • No Regional Development Level thresholds, and no experience values for the two metric items.
  • No buff numbers. The tiers exist, but duration and effect size are not recorded.
  • No Depot Node job list and no Environment Monitoring reward table.
  • No Valley IV region buffs at all.

We can tell you how the parts connect and what the notes changed, but not what any of it pays.
